▸What is the difference between the two modes?
Component mode escapes every reserved character including & = ? / — right for single values like query parameters. Full-URL mode keeps ://?& intact so a complete address stays a working link.
▸Does it support Chinese and emoji?
Yes. Both modes are UTF-8 safe: any character outside ASCII — Chinese, Arabic, emoji, accents — is percent-encoded correctly and decoded back exactly.
▸Why does decoding fail sometimes?
A string containing a lone % sign or broken escape sequences is not valid percent-encoding, so the decoder reports an error instead of returning garbage. Fix the escapes and try again.
